Damian Rodriguez

Chief Operation Officer

Damian Rodriguez is the Chief Operating Officer of Valor Technical Innovations, where he leads enterprise operations with precision, accountability, and a mission-first mindset. A retired Sergeant Major of the United States Marine Corps, Damian brings over 30 years of leadership experience forged in high-pressure environments and global operations. Throughout his military career, Damian served as a senior enlisted advisor to command-level leadership, guiding strategic decisions and overseeing large, multidisciplinary teams. His background includes deployments to Kosovo, Afghanistan, and the Mediterranean, where he managed complex communications networks and led operational initiatives under dynamic conditions.

Damian also served as a Drill Instructor and later on staff at Drill Instructor School, shaping future leaders through mentorship, discipline, and performance analytics—skills he now applies to building high-performing teams in the private sector. His final years in uniform were spent in senior leadership roles, where he drove organizational readiness, streamlined operations, and fostered a culture of trust and accountability.

He holds a Bachelor of Science in Leadership and dual Master’s degrees in Homeland Security and Human Resources. At Valor, Damian translates decades of operational excellence into scalable strategy, driving growth, efficiency, and team cohesion across the organization.

Javier Torres

Principal Systems Engineer

Javier Torres is a retired U.S. Marine and senior IT infrastructure strategist with over two decades of experience designing, securing, and sustaining enterprise-grade environments. His career spans a range of leadership roles including Senior Systems Engineer, Senior Network Manager, Network Engineer Advisor, Site Lead, Computer Systems Analyst, and Engineering Associate. Each position reflects his commitment to operational excellence, lifecycle precision, and audit-grade clarity.
Javier’s technical foundation was forged in the United States Marine Corps, where he served as a Telecommunication Systems Manager overseeing mission-critical communications for thousands of personnel. That experience instilled a discipline and resilience that continue to define his approach to infrastructure modernization, incident response, and strategic planning.
Over the years, Javier has driven mission-critical upgrades, architected high-availability systems, and enforced lifecycle discipline across complex environments. He’s built infrastructure that doesn’t just meet compliance—it anticipates failure, withstands pressure, and delivers continuity when it matters most. His approach blends tactical precision with strategic foresight, ensuring that every system, protocol, and safeguard is engineered for resilience and accountability.
He holds an A.S. in Electronics and Computer Engineering Technology, a B.S. in Information Technology, and is currently pursuing an M.S. in Computer Science. His certifications include CCNA, Network+, Security+, Cisco Unified Contact Center Express, Cisco Ethical Hacker, Certified Fiber Optics Technician, BICSI Outside Plant Designer, and Lean Six Sigma.
